City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

136
c) Wastewater Treatment Capacity
Would the project: Result in a determination by the wastewater treatment provider
which serves or may serve the project that it has adequate
capacity to serve the project’s projected demand in addition to
the provider’s existing commitments?
Summary of Prior FEIR
As previously discussed, the Prior FEIR determined that the regional
wastewater treatment system, including the DSRSD’s WWTP, has sufficient
planned dry-weather and wet-weather capacity to accommodate
wastewater generated under full General Plan buildout. The Prior FEIR found
that the City’s projected wastewater flows remain within the City’s allocated
share of regional treatment capacity, and planned expansions by the DSRSD
and the LAVWMA ensure adequate treatment capacity for cumulative
development. In addition, per the Livermore-Amador Valley Water
Management Agency Joint Powers Agreement, the regional wastewater
treatment plant may increase its influent capacity up to 20.7 MGD for dry
weather flows for sewage generated from the DSRSD wastewater service
area. The future expansion would allow cumulative City dry-weather flows to
reach 10.3 MGD. The City’s current capacity allocation is 14.4 MGD, sufficient
to accommodate cumulative development associated with the buildout of
the General Plan. While localized improvements—such as new or parallel
sewer lines, pump station upgrades, and in-tract pipelines—may be required
as development occurs, all new projects would be required to fund their
share of necessary sewer system improvements by payment of applicable
connection fees.
Proposed Project Analysis and Conclusion
As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR.
As previously discussed, General Plan Chapter 8, Water Element, Goal 5 is to
provide adequate sewage treatment and minimize wastewater export.
Policy 5 is to secure sewage capacity through all available means for
residential, commercial, and industrial development. This policy includes a
program that requires new development to pay its share of planned sewer
system improvements, including treatment, distribution, reuse, and export
facilities, which would be evaluated through the City’s new hydraulic sewer
model and/or any relevant models created by the Dublin San Ramon
Services District.
