CONDITIONAL USE PERMIT BUSINESS NARRATIVE
REFORM FITNESS
1047 Serpentine Ln., Suites 400 & 500
Pleasanton, California
Business Overview
REFORM FITNESS is an established small-group personal training and fitness facility that has been operating in
Pleasanton, California since January 2006. For more than 20 years, REFORM FITNESS has served Pleasanton
and the surrounding Tri-Valley community by providing professionally supervised fitness training in a structured,
small-group environment.
REFORM FITNESS is seeking approval to relocate its existing Pleasanton operation to 1047 Serpentine Ln.,
Suites 400 & 500, Pleasanton, California.
The relocation is necessary because the owner of REFORM FITNESS's current location has elected not to
renew the business's lease. This application therefore represents the relocation and continuation of a
long-standing Pleasanton business rather than the establishment of a new or unproven business operation.
REFORM FITNESS is not a traditional large-scale, open-access gym. The primary business model consists of
scheduled small-group personal training sessions. Each class is professionally supervised by one trainer,
allowing attendance and facility activity to remain controlled and predictable.
Nature of the Business
REFORM FITNESS provides small-group personal training and structured fitness classes. Clients primarily
attend scheduled training sessions rather than entering and leaving continuously throughout the day as they
might at a traditional health club.
The small-group format allows trainers to provide individualized attention while maintaining the motivation and
benefits of group training.
• Small-group personal training
• Strength and resistance training
• Cardiovascular conditioning
• Functional fitness
• Mobility training
• General health and wellness-oriented exercise
• Professionally supervised fitness instruction
Maximum Class Size
REFORM FITNESS will maintain a maximum scheduled class size of ten (10) people total, including the
instructor. A full class will consist of up to nine (9) clients and one (1) instructor.
The limited class size is an important component of the business model and allows REFORM FITNESS to
maintain predictable attendance, parking demand, traffic, noise, and facility activity.
Proposed Class Schedule
EXHIBIT B
