The proposed REFORM FITNESS use is compatible with the commercial nature of the property at 1047
Serpentine Ln., Suites 400 & 500. REFORM FITNESS is a controlled indoor personal-training operation with
limited class sizes and scheduled attendance.
The business does not operate as a high-volume traditional gym and does not depend upon unrestricted
customer access throughout the day. Its small-group training model limits the intensity of the use and allows the
business to operate harmoniously with surrounding commercial uses.
2. Limited Parking and Traffic Impact
The proposed use is structured specifically to limit parking and traffic impacts. Each scheduled class will have a
maximum of ten (10) people total, including the instructor.
Attendance is controlled through scheduled training sessions, allowing the business to maintain predictable
parking demand rather than the variable parking demand typically associated with a conventional health club.
The limited number of participants and established class schedule are expected to minimize impacts on parking
availability and circulation at the property.
3. Protection of Public Health, Safety, and Welfare
REFORM FITNESS provides a professionally supervised environment that promotes physical activity, fitness,
and general wellness. The proposed use is not anticipated to create conditions detrimental to public health,
safety, or welfare.
• Regular cleaning and sanitation
• Properly maintained fitness equipment
• Professional supervision during group training sessions
• Controlled class sizes
• Organized scheduling
• Compliance with applicable building, fire, life-safety, and accessibility requirements
4. Minimal Noise and Nuisance Impacts
All fitness activities will occur indoors. The business will not conduct outdoor classes or utilize outdoor amplified
music. Indoor music and instructor communication will be maintained at reasonable levels.
The proposed use does not generate significant odors, hazardous materials, industrial activity, or other impacts
commonly associated with more intensive commercial uses.
5. Low-Intensity Commercial Operation
REFORM FITNESS is fundamentally a service-oriented personal training business. The primary activity consists
of small groups of clients participating in professionally supervised indoor exercise sessions.
The maximum class size of ten (10) people, including the instructor, substantially limits the intensity of the use.
This operational structure allows management to control attendance, parking demand, traffic, noise, and facility
activity.
6. Established Pleasanton Business
REFORM FITNESS has operated in Pleasanton continuously since January 2006. For more than 20 years, the
business has developed an established local clientele and has provided fitness and wellness services to
