Planning Commission <br />Agenda Report <br />September 9, 2026 <br />Item 6 <br />SUBJECT: P25-0727, Additional Housing Sites Rezoning <br />APPLICANT: City of Pleasanton <br />PURPOSE: Consider and adopt resolutions recommending the City Council <br />adopt a CEQA Addendum and General Plan Amendments, <br />Amendments to the Zoning Ordinance Text and Map, and <br />Amendments to the Objective Design Standards (ODS) for Housing <br />Sites for approximately 30.71 total acres, across three sites. The <br />sites would be rezoned to Housing Opportunity Zone District (HOZ) <br />and in the General Plan, receive an overlay called, “Housing <br />Opportunity Site Overlay” and would allow residential development <br />for up 1,438 net new units. <br />LOCATION: 3825/3875 Hopyard Road (APN: 941-2760-19-1), 4515 Rosewood <br />Drive (APN: 941-2779-9), and 5960 Inglewood Drive (APN: 941- <br />2760-18) <br />GENERAL PLAN: Mixed-Use Business Park <br />ZONING: Planned Unit Development (PUD) – Industrial/Commercial Offices <br />EXHIBITS: A.Draft Resolution recommending the City Council adopt <br />the Addendum to the General Plan 2005-2025 <br />Environmental Impact Report, with exhibits and <br />attachments. <br />B.Draft Resolution recommending the City Council approve <br />the proposed General Plan amendments, amendments to <br />the ODS for Housing Sites, and rezoning of the subject <br />properties, with exhibits and attachments. <br />C.Public Correspondence <br />STAFF RECOMMENDATION <br />Adopt resolutions: <br />1.Recommending the City Council adopt the Addendum to the General Plan 2005-2025 <br />Environmental Impact Report and find that the Addendum has been prepared in <br />compliance with the California Environmental Quality Act (CEQA) and the CEQA
