P25-0727, Additional Housing Sites Rezoning Planning Commission
2 of 10

Guidelines Sections 15162 and 15264 and has adequately addressed the
environmental impacts of the proposed rezonings.

2. Recommending the City Council amend the General Plan, Zoning Ordinance and Map
and Objective Design Standards for Housing Sites for approximately 30.71 total acres
across three sites to rezone the sites Housing Opportunity Zone District (HOZ) and
create an overlay in the General Plan called “Housing Opportunity Site Overlay” that
would allow residential development for up to 1,438 net new units.

EXECUTIVE SUMMARY
The proposed project consists of General Plan Amendments (text amendments and land use
changes) and amendments to the Zoning Ordinance and Map, to reflect a new land use
overlay and rezoning of approximately 30.71 acres across three sites to allow residential
development. The sites would be rezoned to Housing Opportunity Zone District (HOZ) and in
the General Plan, be made subject to an overlay called, “Housing Opportunity Site Overlay.” A
development project would be subject to separate review in the future should an owner
propose a project on any of the rezoned properties. The rezoning as part of the subject action
would result in capacity for up to 1,438 net new residential units.

BACKGROUND
These amendments and re-zoning are proposed in fulfillment of a June 2025 Settlement
Agreement between the City of Pleasanton and a housing advocacy group, the Housing Action
Coalition (HAC), based on a dispute over the adequacy of the 6th Cycle Housing Element’s site
inventory. In the agreement, the City committed to enact the rezonings of three specified sites
for high density housing by December 31, 2026.

The proposed General Plan Amendments designate the proposed sites for residential
development and establish a regulatory framework for implementation, including zoning
through the HOZ District and adoption of ODS. The ODS regulate site planning and building
design elements, including height, setbacks, massing, landscaping, a nd architectural design,
to ensure consistency with General Plan policies and compatibility with surrounding land uses.

ANALYSIS
Project Sites
The City has identified three proposed sites subject to a new General Plan overlay and
rezoning for residential uses. The three sites total approximately 35.71 acres, however,
because five acres of Site B, described below, were previously rezoned, only 30.71 acres and
1,438 net new units are included in the rezoning. All three proposed sites are located in
developed, urban settings and are entirely surrounded by a mix of commercial and residential
uses, and are summarized as follows:

• Site A – Hacienda West (3825/3875 Hopyard Road) is currently occupied by a two- to
three-story, approximately 208,806-square-foot commercial office building. The site is
directly adjacent to a church and a medical center, as well as residential uses and
commercial businesses, including a major grocery store across Hopyard Road.
