P25-0727, Additional Housing Sites Rezoning Planning Commission
9 of 10

neighborhood character, livability and property values. These letters are attached to this report
as Exhibit C. Public comments received after publication will be forwarded separately to the
Commission.

ENVIRONMENTAL ASSESSMENT
Pursuant to the California Environmental Quality Act (CEQA), an Addendum to the General
Plan 2005-2025 Environmental Impact Report (EIR) (SCH No. 2005122139) was prepared to
address the environmental impacts of the proposed project. CEQA Guidelines Section 15164
(a) provides that the Lead Agency shall prepare an Addendum to a previously certified EIR if
some changes or additions are necessary but none of the conditions described in CEQA
Guidelines Section 15162 calling for preparation of a subsequent EIR have occurred (CEQA
Guidelines Section 15164(a)).

Per CEQA Guidelines Section 15162, the Addendum evaluated the proposed changes and
documents the basis for the conclusion that:
1. The proposed changes would not result in the need for major revisions to the
previous EIR due to the involvement of new significant environmental effects or a
substantial increase in the severity of previously identified significant effects:
2. There have not been substantial changes with respect to the circumstances
under which the project is undertaken which will require major revisions of the
previous EIR due to the involvement of new significant environmental effects or a
substantial increase in the severity of previously identified significant effects; and
3. New information of substantial importance, which was not known and could not
have been known with the exercise of reasonable diligence at the time the
previous EIR was certified as complete, shows any of the following:
a. The project will have one or more significant effects not discussed in the
previous EIR;
b. Significant effects previously examined will be substantially more severe
than shown in the previous EIR;

Therefore, preparation of a subsequent or supplemental EIR is not required, and the
Addendum has adequately addressed the environmental impacts of the proposed project. The
Addendum, including attachments, is attached to Exhibit A.

RECOMMENDATION
1. Adopt a resolution recommending the City Council adopt the Addendum to the
General Plan EIR and find that the Addendum has been prepared in compliance
with CEQA and the CEQA Guidelines Sections 15162 and 15264 and has
adequately addressed the environmental impacts of the proposed project.
(Attachment 1)

2. Adopt a resolution recommending the City Council amend the General Plan,
Zoning Ordinance and Map and Objective Design Standards for Housing Sites
related to the application of a new General Plan overlay and rezoning of
approximately 30.71 total acres, across three sites, and to apply a zoning
