City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Introduction

1
SECTION 1: INTRODUCTION
This Addendum and attached supporting documents have been prepared
to determine whether and to what extent the certified Pleasanton General
Plan 2005-2025 Environmental Impact Report (State Clearinghouse No.
2005122139) (Prior FEIR) addresses the potential impacts of the proposed
Additional Housing Sites Rezonings Project (proposed project) and whether
the proposed project would result in any new significant environmental
effect not addressed in the Prior FEIR or increase the severity of any previous
identified environmental effect addressed in the Prior FEIR, as required under
the California Environmental Quality Act (CEQA) (Public Resources Code
[PRC] § 21000, et seq.).
The proposed project would amend the City of Pleasanton’s (City’s)
adopted Pleasanton General Plan 2005-2025 (General Plan) to apply a new
General Plan overlay to and rezone three urban, commercially developed
sites to allow future residential development at densities consistent with State
housing requirements and local policy objectives. In total, the proposed sites
would accommodate up to 1,813 housing units, of which 1,438 units would
be net new. The proposed project does not approve specific development
proposals but establishes the land use and zoning framework to facilitate
future housing development on the proposed sites.
1.1 - CEQA Assessment
Pursuant to CEQA Guidelines (14 California Code of Regulations [CCR] §
15000, et seq.), the Prior FEIR was certified by the City on July 21, 2009.
1.2 - Summary of Results
As illustrated by the following Addendum, the proposed project is found to
be in conformance with the analysis and conclusions of the Prior FEIR. This
determination is based on the following criteria:
1. There are no substantial changes proposed in the project which will
require major revisions of the Prior FEIR or ND . . . due to the involvement
of new significant environmental effects or a substantial increase in the
severity of previously identified significant effects,1

1 CEQA Guidelines Section 15382 defines “significant effect on the environment” as “ . . . a substantial, or
