City of Pleasanton—Additional Housing Sites Rezonings Project
Project Description CEQA Guidelines Section 15164 Addendum

4
7. Description of Project
The proposed project consists of General Plan Amendments and
Amendments to the Zoning Text and Map related to the application of a
new General Plan overlay and rezoning of approximately 30.71 acres
across three sites to apply a zoning designation permitting residential
development.
The approximately 30.71 acres to be rezoned to Housing Opportunity Zone
and identified to bear a new Housing Opportunity Site Overlay include
Site A (approximately 14.19 acres), an approximately 10.52-acre portion of
Site B (approximately 15.52 acres), and Site C (approximately 6 acres):
x Site A would have a density of 30–40 dwelling units per acre
(du/acre) (567 units maximum).
x Five acres of Site B were previously rezoned to the Housing
Opportunity Zone District and made subject to a new Housing
Opportunity Site overlay in the General Plan to permit residential
development in the 6th Cycle Housing Element Update. A density of
50–75 du/acre was assigned at that time. This 5-acre portion of Site
B would not be rezoned or subjected to a new General Plan
overlay. The remaining approximately 10.52 acres of Site B would be
rezoned with a density of 30–60 du/acre (1,006 units maximum, 375
of which have already been analyzed under the Housing Element
Update FEIR, which was certified as part of Resolution 23-1357,
resulting in a net new total of 631 units).
x Site C would have a density of 30–40 du/acre (240 units maximum).

In total, the three sites encompass approximately 35.71 acres, inclusive of
the existing 5 acres within Site B, and, upon project implementation, would
accommodate up to 1,813 housing units, of which 1,438 units are
analyzed herein. (See Table 1, below, for additional explanation.)
8. Discretionary Approvals
The proposed project requires the following discretionary approvals from the
City of Pleasanton:
x General Plan Amendment
x Zoning Map Amendment
x Zoning Text Amendment
x Objective Design Standards Amendment
