City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Project Description

9
August 2023. The Housing Element is a mandatory part of a jurisdiction’s
General Plan and provides the City with an opportunity to assess its housing
needs and to develop policies and actions that effectively respond to those
needs. The 2023-2031 Housing Element was adopted subsequent to certifying
the City of Pleasanton 2023-2031 (6th) Cycle Housing Element Update
Program Environmental Impact Report (State Clearinghouse No. 2022040091,
Housing Element Update FEIR, Resolution No. 23-1357).
The Housing Element Update FEIR evaluated a maximum of 7,787 units across
29 sites in the City. However, five of the sites analyzed as part of the certified
Housing Element Update FEIR were ultimately removed from consideration
before the Housing Element Update was approved. Despite their removal
from the approved Housing Element Update, the Housing Element Update
FEIR included a comprehensive analysis of these five sites, which account for
a combined potential buildout of 1,732 units. As such, the proposed project’s
net new 1,438 units would result in 294 fewer units than the maximum
assumed at buildout and fewer sites than evaluated in the Housing Element
Update FEIR.
Although this Addendum is tiered from and relies upon the certified Prior FEIR
pursuant to CEQA Guidelines Sections 15162 and 15164, the City has also
considered information contained in the certified Housing Element Update
FEIR where relevant. In particular, the Housing Element Update FEIR
evaluated residential development on several sites that were ultimately
removed from the adopted Housing Element but remain relevant to the
proposed project because they include the same general locations and
development assumptions considered herein. Accordingly, the Housing
Element Update FEIR is cited throughout this Addendum as additional
evidence and supporting analysis; however, it is not the prior EIR upon which
this Addendum is based.
2.4 - Project Characteristics
The three sites, A, B, and C, total approximately 35.71 acres. Sites A, C, and
approximately 10.52 acres of Site B would be subjected to a new General
Plan overlay and rezoned for housing. The remaining 5 acres of Site B were
already included as a housing site in the approved Housing Element Update.
These updates would allow a maximum residential development of 1,813
units across the three sites; however, only 1,438 units are net new, since 375
units at Site B were previously evaluated in the Housing Element Update FEIR.
Information on each site can be found in Table 1 below.
