City of Pleasanton—Additional Housing Sites Rezonings Project
Project Description CEQA Guidelines Section 15164 Addendum

8
The General Plan land use framework identifies designations such as Business
Park and Mixed Use, which are intended to accommodate a range of
employment-generating uses and, where appropriate, complementary uses.
These designations establish the baseline development intensity and
allowable uses for properties within the City’s Planning Area and serve as the
basis for subsequent zoning and development approvals.
Since the adoption of the General Plan, the City has periodically amended
the General Plan, including updates to the Housing Element to address
evolving State housing requirements and regional housing needs. Most
recently, the City adopted the 6th Cycle Housing Element Update in January
2023 (as revised in August 2023), along with conforming General Plan
Amendments to identify housing opportunity sites and establish appropriate
residential densities.
These General Plan Amendments designated specific sites to accommodate
residential development and established a regulatory framework for
implementation, including zoning through the HOZ District and adoption of
ODS. The ODS regulate site planning and building design elements, including
height, setbacks, massing, landscaping, and architectural design, to ensure
consistency with General Plan policies and compatibility with surrounding
land uses.
Pleasanton General Plan 2005-2025 Environmental Impact Report
The City prepared a Program EIR for the General Plan to evaluate the
environmental effects associated with implementation of the General Plan
and its projected buildout. The City certified the Prior FEIR on July 21, 2009.
The Prior FEIR identified environmental effects that could result from
implementation of the General Plan and included regulatory requirements to
reduce impacts where feasible. The Prior FEIR also identified certain
significant and unavoidable impacts (i.e., air quality) associated with long-
term growth and development, and, prior to certification, the City adopted
a Statement of Overriding Considerations for those impacts. The Prior FEIR
provides the basis for subsequent environmental review and enables tiering
for later projects and planning actions pursuant to CEQA Guidelines Sections
15152 and 15168. The Prior FEIR’s analysis is incorporated by reference in this
Addendum, and its conclusions are summarized, as relevant, in Section 4,
Addendum, of this document.
Housing Element Update and Final Environmental Impact Report
The City adopted the 2023-2031 Housing Element in January 2023 pursuant to
Resolution 23-1358, and the Housing Element was subsequently revised in
