IN THE AMOUNT OF $429,845 WITH A 10
PERCENT CONTINGENCY OF $43,000 FOR THE NONFUNCTIONAL TURF
CONVERSION FOR AB 1572 PROJECT, CIP NO. 26787, AND APPROVE A
BUDGET AMENDMENT TO THE PARKS CIP GENERAL FUND

SUMMARY
The Nonfunctional Turf Conversion project was developed in response to the State of
California’s Assembly Bill 1572 (AB1572), which mandates the removal of non-functional turf
from non-residential properties. The compliance deadline for City properties is January 1,
2027. This project will bring the City into compliance.

A competitive bidding process was conducted for the project in accordance with the City’s
Procurement and Contracting procedures. Eight bids were received on June 24, 2026. Staff
recommends the City Council authorize the City Manager to execute a construction contract
with Westside Landscape and Concrete, Inc. (Westside), the lowest responsive bidder, in the
amount of $429,845.00 for the base bid amount. Staff also recommends authorizing a
construction contingency of $43,000, or approximately 10 percent, for related work, for a total
authorized construction budget of $472,845. Construction is anticipated to begin in September
and be completed by the end of 2026.

RECOMMENDATION
1. Approve plans and specifications for the Nonfunctional Turf Conversion for AB 1572
Project, CIP No. 26787;
2. Authorize the City Manager to enter into a construction contract with Westside for the
low bid amount of $429,845;
3. Authorize the Director of Public Works, or authorized staff, to approve
and execute contract change orders from a project contingency not-to-exceed $43,000
or approximately 10 percent of the contract amount; and
4. Approve a budget amendment returning $497,224 of the remaining project funding to
the fund balance in the Parks CIP General Fund (Fund 221) for future eligible projects.

BACKGROUND
The City of Pleasanton has actively worked to reduce water use since the early 2000s,
beginning with the conversion of a portion of the City’s potable water infrastructure to recycled
water. These proactive efforts placed the City in a strong position to more easily respond to
Assembly Bill 1572, a State of California mandate enacted in October 2023 that prohibits the
use of potable water to irrigate turf that does not serve a functional purpose on non-residential
Docusign Envelope ID: 379E6F4E-E7EA-8FA3-8200-F2CFCEE4481A
