In 2024, the City conducted a citywide study to identify turf areas on City properties that do not
serve a functional purpose. The study included both underutilized recreational turf and non-
functional or ‘aesthetic’ turf. Staff used the study findings to develop bid documents for the
replacement of identified non-functional turf.

DISCUSSION
The bid opening for the Nonfunctional Turf Conversion for AB1572 project, CIP No. 26787,
was held on June 24, 2026, at 11:00 a.m. Eight base bids, ranging from $429,845 to $982,000,
were received (Attachment 2). The lowest base bid, submitted by Westside in the amount of
$429,845, is approximately 48 percent of the Engineer’s Estimate of $889,000. Although
Westside’s total for the bid alternates was $397,382.50, approximately 43 percent of the
Engineer’s Estimate of $936,707, staff does not recommend approval of the bid alternate work,
considering the City's current budget situation. Staff reviewed the bids, found the low bid to be
responsive, and recommends awarding the construction contract to Westside in the amount of
$429,845.
