Adopt the attached Resolution approving the allocation of HHSG funds for FY 2026/27 (as
listed in Table A of the Draft Resolution) and authorize the City Manager and/or his designee
to enter into individual contracts with each agency receiving HHSG funds and take all other
actions necessary to carry out the HHSG program for FY 2026/27.

4. Approve the budget amendments related to non-General Fund allocations.

BACKGROUND
Established in 2010, the City of Pleasanton Housing and Human Services Grant (HHSG)
program consolidates funding from Community Development Block Grant (CDBG), HOME
Investment Partnerships (HOME), the City's Lower Income Housing Fund (LIHF), and City
General Funds into a single grant program. Prior to May 2024, housing and human services
applications were evaluated by separate commissions. Following the consolidation of the
Housing Commission into the Planning Commission, all grant reviews were consolidated under
the Human Services Commission beginning with the fiscal year (FY) 2025/26 grant cycle. The
Human Services Commission was paused for the FY 2026/27 cycle due to budget reductions
and related staffing constraints. Therefore, this year's funding recommendation is provided by
staff, informed by the Commission's expressed priorities and funding strategy from the prior
HHSG grant cycle.

FY 2026/27 HHSG Process
To accommodate the Commission pause and improve efficiency, the City piloted a Request for
Qualifications (RFQ) process for FY 2026/27 HHSG funding, covering July 1, 2026 through
June 30, 2027. The RFQ opened December 18, 2025, was posted on the City's website and
distributed to nonprofit agencies throughout the Tri-Valley. Applications were submitted
through ZoomGrants by the January 30, 2026 deadline.

Nineteen (19) applications were received from nonprofit partners, representing a total funding
request of $949,940. The total FY 2026/27 HHSG funding recommendation reflects awards to
recipients across all funding sources (totaling $952,932), and additional obligations from prior
cycles, including the $22,810 annual Section 108 loan repayment associated with the Axis
Community Health clinic rehabilitation project funded in 2015, and City program administration
costs for CDBG and HOME. The City's federal funding allocations (CDBG and HOME) will be
incorporated into the FY 2026/27 Annual Action Plan, due to HUD by June 3, 2026. Action
Plan approval is agendized separately for the May 19, 2026 City Council meeting.

DISCUSSION
The City of Pleasanton's recommended Housing and Human Services Grant (HHSG) program
funding reflects a strategic, community-centered approach to maximizing beneficial impact with
limited available resources. By leveraging multiple funding sources — including HUD CDBG
and HOME funds, the City's LIHF, and General Fund allocations — the recommended awards
represent a coordinated investment in the most pressing human services and housing needs
facing Pleasanton residents.

Funding priorities and application rankings were informed by findings from the Eastern
Alameda County Human Services Needs Assessment (EACHSNA) and recommendations
from the previous Human Services Commission.
