consistent picture of where community needs are greatest.

This year's recommendations reflect a deliberate shift toward depth over breadth — meaning
an effort to fully fund fewer programs that directly address foundational human needs such as
food security and stable housing, rather than spread small amounts of funding across a larger
number of programs. This approach ensures that selected agencies receive meaningful,
sustained support rather than partial funding that may limit program effectiveness. It also
acknowledges the operational realities facing the City. By concentrating funding on a smaller
portfolio of high-impact programs, staff can maintain more effective oversight and ensure
greater accountability, even with reduced administrative capacity.

Of the 19 applications received, the recommended funding plan fully funds eleven (11)
organizations (the majority of applicants), and provides partial to near-full funding for four (4)
more. Only four (4) organizations are recommended not to receive funding, based on
evaluation scores that ranked below the 70 percent threshold. The result is a grant funding
strategy that is fiscally responsible, equity-focused, and aligned with both community needs
and organizational capacity, delivering the greatest possible benefit to Pleasanton's most
vulnerable residents.

Available Funding
Table 1 summarizes the composite level of funding available for the FY 2026/27 HHSG
program, including notes on specific limitations or restrictions on use of those funds where
applicable.

Table 1: Summary of Available Funding
Funding
Source
Available
Funding
Notes
CDBG: CDBG Entitlement (FY
2026/27): $384,450 Program
Income (PI) received: $0
Total CDBG funds for FY 2026/27: $384,450
Public Services $57,667 Public Services (not to exceed 15% of CDBG
Entitlement + PI):
$57,667
Administration $76,890 Administration (not to exceed 20% of CDBG
Entitlement + PI):
$76,890
Capital Projects $249,892 Funds for Capital Projects (65% of Total CDBG
Entitlement):
$249,892
CDBG Funds allocated for HUD Section 108
Loan Repayment:
$22,810
CDBG Funds allocated to CDBG-eligible capital
project:
$227,082
Docusign Envelope ID: 3E0FB449-F5D7-8869-8377-DBCB5A37E427
