celebrating thirty years of helping communities fund tomorrow
32605 Temecula Parkway, Suite 316
Temecula, CA 92592
Toll free: 800.676.7516
www.nbsgov.com
July 31, 2026
Heidi Murphy
Director of Library and Recreation
City of Pleasanton
400 Old Bernal Avenue
Pleasanton, CA 94566
RE: Proposal for Special Events Fee Program Analysis
Dear Heidi:
Thank you for the opportunity to support the City of Pleasanton with a Special Events Fee Program
Analysis. We value the trust you have placed in NBS and the continuity we have built together over the
past several years.
Prior work with the City has included Revenue Options Analysis, Cost Allocation Plans, and Annual Impact
Fee Reporting, and our October 2024 peer review of the City’s miscellaneous fees for service, which first
examined special events cost recovery. This experience gives us a clear understanding of your policies,
operational priorities, and community expectations. For this effort, our role is to further identify
opportunities for alignment with service costs and policy goals, and provide practical, transparent
recommendations that can be implemented with confidence.
Our approach is straightforward and collaborative. We will build from the existing foundation, incorporate
staff insights, and apply consistent methodologies so the outcome feels familiar, defensible, and easy to
communicate. Throughout the process, we aim to serve as a steady partner, helping the City navigate
decisions with clarity and consistency.
If it would be helpful to talk through the approach together or tailor it to what would be most useful for
your team, I would be glad to connect. You can reach me at 800.676.7516 or nkissam@nbsgov.com. We
truly appreciate the continued partnership with Pleasanton and look forward to supporting you in moving
this effort forward in a way that feels clear and seamless.
Sincerely,
Nicole Kissam
Director
Exhibit ADocusign Envelope ID: 5A22DDB0-8F35-8DA7-804D-7A868DD13134Docusign Envelope ID: F111E3DB-87BF-83BA-82F6-49452934899E
