Page 2

SCOPE OF SERVICES
The following describes the proposed Work Plan for completion of this Scope of Services:
Special Events Fee & Cost Recovery Study
This study will identify the total estimated cost to the City of reviewing, approving, and supporting special
events, and translates those costs into a defensible, tiered fee structure. Building on our October 2024
peer review of the City’s miscellaneous fees for service, and working closely with City staff, we will develop
a cost analysis that substantiates the 100% cost-recovery level of special events fees and assist with
implementation strategies for adoption of a fee program at 100% of the total cost of service, or less,
depending on local policy considerations.
We will evaluate the Special Event Permit fees and the City staff and ancillary costs attributable to
supporting special events, expanding on the cost-of-service methodology established in our 2024 peer
review. Scope of review excludes fines and penalties, routine facility, equipment, and field rental rates, and
Livermore-Pleasanton Fire District standby rates (set separately by the Fire Department).
Detailed Work Plan
The technical approach we will follow for this study aligns with industry standard methodology that has
been utilized successfully in California successfully for decades. The following is a detailed task plan for
completing the scope of services:
TASK 1: PROJECT COMMENCEMENT AND DATA COLLECTION
Request initial data centering on adopted budgets, recent financial performance (revenues and
expenditures), current labor cost detail and classifications, organizational structures, existing relevant
policies, existing time-tracking and workload data, and other items of a more global nature.
Conduct a project commencement meeting staff members who will oversee the progress, completion, and
implementation of its findings. This meeting will include a discussion of expectations, process for
conducting analyses, timeline, global data needs, established policies and procedures, and other topics.
TASK 2: FEE STRUCTURE REVIEW
Working with the City’s formalized Special Event Permit process and we will design the corresponding fee
structure reflecting event size tiers, event support related fees, etc. This includes a tiered permit
application and review fee that reflects the level of City effort by event type, and an hourly “City Staff
Support During Special Events” cost-recovery mechanism for the departments that staff and equip events
(Police, Public Works, and Parks and Recreation). We will confirm with City staff the most effective
structure — for example, actual-cost billing versus fixed tiers — and incorporate the agreed list of fees into
the fee model.
Docusign Envelope ID: 5A22DDB0-8F35-8DA7-804D-7A868DD13134Docusign Envelope ID: F111E3DB-87BF-83BA-82F6-49452934899E
