Ordinance No. 2308 August 11, 2026
(354 PM 91), the Busch Road public right-of-way is currently 100’-wide along the
property frontage. The road improvements along the frontage do not currently
conform to City standards. Section 19.40.010 of the Pleasanton Municipal Code
requires subdividers to improve streets adjacent to the subdivision. The list of
improvements to be installed by the Applicant are listed in this code section.
Section 19.36.050 defines the subdivider’s obligations with respect to right-of-
way improvements. (Condition to be fulfilled prior to issuance of a Site
Improvement Permit.)

45. PSE DEDICATION. The Applicant shall dedicate a 10’-wide Public Service
Easement (PSE) abutting the northern side of the Busch Road right-of-way
consistent with Pleasanton Municipal Code §19.36.110. Similarly, Applicant shall
dedicate a 5’-wide PSE across the south side of Parcel W where it abuts Street
D, as well as other areas shown on the tentative map. Said PSEs shall be
available for utility infrastructure such as meters, vaults, boxes, pedestals, etc.
All PSEs shall be granted pursuant to California Government Code Section
66439(d)(3). According to the City’s adopted Trails Master Plan dated 5-07-
2019, Figure 3-2 on Page 63, a Class 1 multi-use trail connection between the
development and the existing Mohr Avenue and Martin Avenue trail is desired by
the community. A trail extension will require an easement granted by Zone 7
Water Agency across APNs 946-1250-6-5 and 946-1250-41 (Lake “I” properties).
The City currently has no easement rights across Zone 7 property, so the
Applicant will be required to obtain rights on behalf of the City to construct the
trail or enter into an agreement whereby the City may opt to procure such rights.
The trail connection shall have an all-weather and disabled-compliant surface
similar to the illustrations on Page 81 of the Master Plan thus providing a reliable
public route to Mohr Elementary School. (Condition to be fulfilled prior to issuance
of a Site Improvement Permit.)

47. SECURITY FENCING FOR LAKE “I”. Lake “I” and the surrounding Chain of
Lakes properties owned by Zone 7 are currently protected from unauthorized
public access by fencing and gates. This fencing will be removed with the
subdivision improvements. If Zone 7 desires replacement fencing and gates, the
Applicant shall collaborate with said agency on features needed to secure the
Zone 7 properties.
