Ordinance No. 2308 August 11, 2026
noise, dust and/or odor impacts. The City has an outdoor shooting range which
is used solely by law enforcement personnel during day and nighttime hours,
including weekends, which may result in noise and other impacts from
discharging firearms. Noise levels from the gun range may reach or exceed 70
dBA. The Livermore-Pleasanton Fire District has a training tower and facility
site which is used periodically for fire suppression and emergency rescue
exercises; noise from emergency vehicle equipment, as well as smoke may
result in impacts to residents within the Arroyo Lago subdivision. The campus’
normal hours of operation are currently Monday through Friday from 7 a.m. to
3:30 pm, although after-hours operations occur periodically.”

49. LOT LINE ADJUSTMENT. Because the proposed improvements extend to the
east beyond the boundary of Parcel A of PM 11230, a lot line adjustment must be
processed to transfer a portion of Parcel B to Parcel A. Said LLA shall be
accomplished ahead of the final map. The applicant shall apply for said process
through the Community Development Department. (Condition to be fulfilled prior to
final map approval.)

50. CORROSION POTENTIAL. The Design Level Geotechnical Report identified soil
corrosion as a potential threat to buried metal piping. Specific recommendations
for the protection of buried metal pipes shall be provided with the construction
plans and shall thereafter be adhered to. (Condition to be fulfilled prior to final
improvement plan approval.)

51. WATER: The City’s consultant, Akel Engineering Group, prepared a site-specific
hydraulic analysis (dated November 2025) of the water network shown on the
VTM. The analysis revealed that pipe sizes/alignments are necessary to provide
flow and pressure for the development. The installed pipe sizes for the needed
water network shall be consistent with this analysis.

Because this water pipeline could serve properties other than Arroyo Lago, the
analysis also included a methodology for shared infrastructure costs with other
neighboring undeveloped properties that would benefit from the proposed water
main. The total estimated cost of the water pipeline needed to serve Arroyo Lago
is $1,967,000. The fair share allocation of this total cost to Arroyo Lago is
estimated to be $439,000 with the remaining $1,528,000 allocated to other
neighboring developments. Pleasanton Municipal Code §19.40.060 states,

“…the city may require that improvements installed by the subdivider for the
benefit of the subdivision contain supplemental size, capacity, number, or
length for the benefit of property not within the subdivision, and that those
improvements be dedicated to the public.

In the event of the installation of improvements required by this section, the city
shall enter into an agreement with the subdivider for reimbursement for that
