Ordinance No. 2308
As proposed, the Project will include 189 single-family homes developed in
Farmhouse, Craftsman, Modern Ranch, and Prairie architectural styles in a variety
of exterior color schemes. It will likewise include the development of a 0.7-acre
public park landscaped with drought-resistant grasses and shrubs and ornamental
fencing, the extension of a public trail, and the improvement of Busch Road,
including street trees and landscaping along the Project frontage, thus
safeguarding and enhancing the appearance of the city.
SECTION 3: Findings for Approval of PUD Development Plan (PUD-154).
With respect to Case No. PUD-154, the City Council makes the following findings and
determinations with respect to each of the considerations for a PUD Development
Plan as required by Section 18.68.110 of the PMC:
A. Whether the plan is in the best interests of the public health, safety, and
general welfare:
The Project, as conditioned, meets applicable City standards concerning public
health, safety, and welfare. The Project includes installation of all required
infrastructure and utilities to serve the development, as well as roadway and traffic
improvements along Busch Road, including sidewalks and travel lane striping to
enhance safety and access. The Project, by conditions of approval, is required to
participate in wastewater treatment facility analysis and funding. The design
incorporates emergency vehicle access, fire protection measures, and compliance
with applicable Building and Fire Codes. The design of the project includes grading
design that minimizes grade differences between the project and adjacent homes
to the west, and improves conditions relative to the light, privacy and enjoyment of
those homes.
Stormwater runoff would be managed through an off-site drainage facility and
water quality treatment measures consistent with City and regional requirements.
Construction impacts would be minimized through standard conditions of approval,
including construction-hour limitations and dust-control measures. While the
Project would result in significant and unavoidable vehicle miles traveled (VMT)
impacts and vehicle queueing, as documented in the Findings for Approval of the
CEQA Addendum these impacts are typical of residential development in similar
locations and are outweighed by the Project's public benefits, including housing
production, open space preservation, and public access improvements. Therefore,
the Project is in the best interests of the public health, safety, and general welfare,
and this finding can be made.
B. Whether the plan is consistent with the City's General Plan and any
applicable specific plan:
The Project is consistent with the General Plan, as amended, including the land
use designation of Medium Density Residential. The proposed medium density is
comparable to the existing residential neighborhoods to the west. The proposed
