Prioritization and Implementation of Proposed Recommendations
for the Pleasanton Bicycle and Pedestrian Master Update August 18, 2026

Off-street trails can similarly provide lower-stress alternatives to Focus Network corridors and
important connections between neighborhoods and destinations. Because these facilities are
not owned by the City, this Plan focuses primarily on the on-street bicycle and pedestrian
network and connections to existing and planned off-street trails. The 2019 City of Pleasanton
Trails Master Plan identifies recommendations for the future trail network.
When selecting spot improvements for near-term implementation, the City should prioritize
projects that close critical gaps, improve connections between existing low-stress facilities,
provide access to schools, parks, trails, and other key destinations, o r address documented
safety concerns. Where funding is limited or a larger corridor project is not yet feasible, the City
can also prioritize near-term improvements that connect to existing off-street trails or enhance
parallel local routes. These targeted improvements can provide meaningful network benefits
with relatively limited investment while supporting the longer-term implementation of the Vision
Network.
Bicycle and pedestrian projects identified on the Focus Network, along with project rankings and
recommended implementation timelines, are provided in Appendix D. The City can use this list
to identify opportunities for spot improvements and guide near-term investments.
