14 | 2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN
INTRODUCTION
that create barriers between neighborhoods and key destinations. While many local streets and trails provide comfortable travel
options, improving crossings, closing network gaps, and expanding low-stress routes remain important priorities for creating a
more complete and connected system.
This Plan Update builds upon Pleasanton’s existing active transportation assets while addressing these challenges to create a
safer, more comfortable, and more accessible network for all users.
Relationship To Other Plans
The 2026 Bicycle and Pedestrian Master Plan is part of Pleasanton’s broader planning framework and supports adopted City
goals related to mobility, safety, sustainability, recreation, and quality of life. The Plan is intended to complement and support
several City planning efforts, including:
General Plan
Supports policies that promote multimodal transportation,
neighborhood connectivity, and access to jobs, schools,
parks, and commercial areas.
Climate Action Plan
Advances strategies to reduce vehicle miles traveled and
greenhouse gas emissions by increasing opportunities for
walking, bicycling, and rolling.
Trails Master Plan
Enhances connections between the on-street bicycle net-
work and Pleasanton’s extensive system of recreational and
shared-use trails.
Transportation Safety Action Plan
Coordinates with the City’s safety planning efforts and com-
plements recommendations aimed at reducing bicycle- and
pedestrian-related crashes.
