2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN | 15
INTRODUCTION
Community-Driven Planning Process
The Plan was developed through a collaborative process that combined technical analysis with extensive community engagement.
Throughout the planning process, residents, employees, students, business owners, visitors, City staff, and the BPTC helped
identify challenges, opportunities, and priorities for improving walking, bicycling, and rolling in Pleasanton. Engagement activities
were designed to reach a broad cross-section of the community and provide multiple opportunities for participation.
Community input informed the Plan vision, helped identify network needs, and refined recommended improvements and project
implementation. The planning process consisted of three phases:
Phase
1
LISTENING AND LEARNING
This phase focused on understanding
existing conditions, identifying barriers
and opportunities for walking and bicy-
cling, and establishing the Plan vision
and goals
Phase
2
DEVELOPING
RECOMMENDATIONS
The Focus Network, draft recommen-
dations, and implementation strategies
were developed in this phase. These
were shared with the community and
the BPTC for feedback.
Phase
3
FINALIZING THE PLAN
The final phase incorporated commu-
nity and BPTC feedback to refine the
draft recommendations and prepare
the draft Plan for City Council consid -
eration and adoption.
