Bicycle, Pedestrian & Trails
Committee
Agenda Report
September 28, 2026

Item 6

SUBJECT: REVIEW AND COMMENT ON THE ADOPT A TRAIL PROGRAM

SUMMARY
City staff are creating an Adopt-a-Trail program to utilize the Pleasanton community to better
maintain the City’s trail network. The timing is right for the creation of such a program based on
a combination of past trail maintenance challenges, the addition of a mountain bike trail to the
city’s trail network, interest from the community, and the city’s current fiscal situation.

The program will provide organizations and businesses with the opportunity to adopt a trail with
responsibilities that include trail stewardship and maintenance. Each adopter of a trail will
execute an agreement that defines the responsibilities associated with adoption of the trail. The
Augustin Bernal Mountain Bike Trail will serve as the pilot project for the Adopt-a-Trail program.

RECOMMENDATION
Review and comment on the Adopt-a-Trail program as well as the specific pilot project at Augustin
Bernal Mountain Bike Trail.

BACKGROUND
The 2019 Trail Master Plan identified community involvement in trail maintenance as a practical
way to involve the community and maintain Pleasanton’s trail network. Additionally, city staff
receive calls from organizations and businesses that are interested in volunteering their time to
help clean and maintain the trail network, including most recently, a business that expressed
interest in helping to maintain and be stewards of the Augustin Bernal Mountain Bike Trail.

Staff researched adopt-a-trail programs and spoke with staff members at other cities, the East
Bay Regional Park District, and organizations that have similar programs. The proposed
program is based on that input. The benefits of these programs include reporting hazardous
conditions and maintenance issues more quickly, removing litter and debris, and keeping the
trail in proper operational order with a goal of eliminating or minimizing erosion and unlawful trail
construction while at the same time establishing a sense of stewardship for trail users.

DISCUSSION
The program will more actively involve the community in the responsibilities associated with the
City’s trail network. The benefit of such a program has been apparent to staff for years and was
identified in the TMP. However, with the construction of the Augustin Bernal Mountain Bike Trail
as well as interest from the mountain biking community and the city’s current fiscal situation, the
timing is right for the creation of the program.
