Page 2 of 3

The program will provide organizations and businesses with the opportunity to enter into an
agreement to adopt a trail with a commitment to being good trail stewards and to assist in the
maintenance of the trail with staff oversight. Trail responsibilities will include:

• assisting and/or coordinating with city staff on needed repair and maintenance of trails
including trail compaction;
• addressing potential or existing erosion issues;
• addressing or reporting safety hazards or unlawful trail construction; and
• generally promoting trail stewardship.

The Augustin Bernal Mountain Bike Trail will serve as the initial pilot project for the Adopt-a-Trail
program. According to the pilot program, the trail adopter will execute an agreement with the
City that clearly defines the responsibilities associated with adopting the trail, what is and is not
permitted, the level of coordination that must take place between the adopter and city staff, as
well as termination language. The adopter will take part in a one-on-one meeting with a city
employee for onboarding. During this meeting staff will go over the program, responsibilities,
rules, issues to report, how to report issues using the City’s MaintStar service request portal,
and dos and don'ts. Staff recommend the initial pilot program be reviewed after a 6-month
period to analyze what is and isn’t working and how to improve the program from both the City’s
perspective and that of the trail adopter.

The impacts of a full-scale program would largely be on staff time. The initial staff time required
can be divided into (1) the creation of the program, which would include getting the literature
finalized and negotiating and entering into an agreement with the Adopt-a-Trail sponsor, and (2)
any follow-up communication once the program is running depending on the number of
volunteers required to maintain the trails. City staff will also hold a trail naming competition for
the Augustin Bernal Mountain Bike Trail with staff choosing four trail names appropriate for the
trail and consistent with the other trail names in Augustin Bernal Community Park. This will
include obtaining input from the public on the preferred trail name through a survey to be
advertised on the city’s website.

EQUITY AND SUSTAINABILITY
The trail program will provide the community with an opportunity to invest in the recreational
opportunities available to them. Implementation of the program will also benefit all users of the
adopted trail.

OUTREACH
None at this time.

STRATEGIC PLAN ALIGNMENT
This action advances the following Citywide goals and strategies:

ONE Pleasanton Citywide Strategic Plan (Attachment 2)
• Funding Our Future, Strategy 1 - Develop a long-term strategy for funding
operations and maintenance needs to ensure the reliability of community-owned
facilities and infrastructure and continuity of City services.
