Implementation Framework
POLICIES AND ACTIONS
PLAN VISION AND GOALS
BIKE/
PEDESTRIAN
IMPROVEMENTS
SUPPORT
PROGRAMS
PRIORITIZE
FUNDING AND
IMPLEMENTATION
MONITOR
General Implementation Framework
This Plan provides a framework for improving walking and bicycling throughout the
City through a combination of infrastructure improvements and support programs.
Successful implementation will require a coordinated, incremental approach that
recognizes that projects and programs will be advanced over time as funding, staff-
ing, partnership opportunities, and other implementation resources become avail -
able.
The implementation framework is organized around several complementary com-
ponents. Goals establish the overall direction for advancing the Plan’s vision for a
safer, more connected, comfortable, and accessible walking and bicycling network.
Policies and actions provide more specific direction for implementing the goals.
Project prioritization provides a framework for sequencing the recommended bi-
cycle and pedestrian improvements identified in Chapter 4, while support program
implementation identifies partnerships and availability of resources to advance the
programs described in Chapter 5. Funding and monitoring provide additional tools
for sustaining implementation over time.
The implementation framework is intended to provide direction rather than estab-
lish a fixed schedule for delivering every recommendation in the Plan. Implementa-
tion timing may change based on project readiness, available funding, coordination
with other capital projects, permitting requirements, community priorities, and
opportunities to leverage outside funding or partner investments. Where feasible,
recommended improvements should also be coordinated with roadway resurfacing,
development projects, utility work, traffic safety projects, school-area improve-
ments, and other planned investments to improve efficiency and reduce implemen-
tation costs. The City’s implementation priorities should be reviewed periodically
and adjusted as conditions and opportunities change.
