PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN UPDATE | 81
IMPLEMENTATION
General Implementation Horizons
The Plan uses two implementation horizons to guide the sequencing of recommended projects and actions: Near-Term and Long-
Term. These horizons provide general guidance for when implementation should be initiated or advanced and are not intended to
establish firm project delivery dates.
• Near-Term recommendations are those that can be initiated or advanced within approximately the next five years. These rec-
ommendations generally include actions and projects that can be coordinated with planned City projects or programs or have
relatively straightforward implementation requirements. Near-Term designation does not necessarily mean that a project will be
completed within five years, but rather that the City should seek opportunities to advance implementation during this period.
• Long-Term recommendations are those anticipated to be advanced beyond the next five years. These recommendations may
require additional planning, design, funding, coordination, right-of-way, permitting, or other substantial implementation steps. A
Long-Term designation does not preclude earlier implementation if funding, partnerships, development opportunities, or other
circumstances create an opportunity to advance the project or action sooner.
Implementation horizons should be revisited periodically as projects are completed, funding opportunities change, development
occurs, and new safety or transportation needs emerge. The City may adjust the timing or priority of individual recommendations
based on these changing conditions.
Responsibility and Coordination
Implementation of the Plan will require coordination among City departments and with external agencies, organizations, and commu-
nity partners. Implementation responsibilities may evolve as City organizational responsibilities, partnerships, funding sources, and
project opportunities change. The responsibilities identified in this Plan are therefore intended to provide a starting point for coordi-
nation and accountability rather than establish fixed assignments. Projects and programs that extend beyond the City’s jurisdiction
should be coordinated with the appropriate partner agencies and organizations to identify opportunities to advance shared bicycle
and pedestrian priorities.
