2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN | 85
IMPLEMENTATION
Policy Action
Policy 2.4: Reduce vehicle speeds and volumes
along neighborhood bikeways and local corri-
dors to support comfortable travel.
Action 2.4a: Implement traffic calming measures—such as curb extensions, lane narrowing, chi-
canes, and speed cushions—on local and collector streets intended to function as comfortable,
low-stress routes.
Action 2.4b: Evaluate opportunities for traffic diversion, turn restrictions, or circulation chang-
es to reduce through-traffic on local streets serving as key bicycle and pedestrian corridors.
Policy 2.5: Reduce stress at intersections, where
discomfort is often highest.
Action 2.5a: Design and retrofit intersections to minimize vehicle approach and turning
speeds, maximize separation between motor vehicles and bikeways, and provide context-ap-
propriate visibility zones.
Action 2.5b: Reduce crossing distances and provide protected or signalized crossings where
warranted.
Action 2.5c: Apply signal timing strategies such as Leading Pedestrian Intervals (LPIs) and
protected phases to reduce conflicts and stress.
Action 2.5d: Provide and maintain signal detection for bicyclists at all signalized intersections,
including on side streets.
Action 2.5e: At intersections along roadways with bicycle facilities, provide design accommo-
dations for bicyclists making left-turns, such as detection in turn pockets, dedicated bicycle
signal phases, bicycle boxes, or two-stage turn boxes where feasible.
Action 2.5f: Implement daylighting practices at intersections and high-volume commercial
driveways to maximize sightlines and reduce conflict stress.
Policy 2.6: Ensure that bicycle and pedestrian
routes are intuitive and easy to follow.
Action 2.6a: Develop a citywide signage and wayfinding system for pedestrians and bicyclists,
including distances to destinations and facility type indications that reflect the local culture
and community.
Action 2.6b: Provide consistent wayfinding signage along the Focus Network and key walking
and bicycling corridors.
Action 2.6c: Clearly mark transitions where facility type, separation, or operating conditions
change.
Action 2.6d: Update and maintain public-facing print and digital maps to ensure facility leg-ends and routing are intuitive for all users.
Policy 2.7: Minimize discomfort and conflicts created by commercial and residential driveways along active transportation corridors.
Action 2.7a: Review and revise development standards to limit the frequency of new driveways along the Focus Network, encouraging consolidated access points where feasible.
Action 2.7b: Require continuous, level sidewalk paving across driveways to visually prioritize
pedestrians and maintain a comfortable walking surface.
Action 2.7c: Update bicycle design standards to incorporate driveway designs that accommo-
date elevated bike lanes/cycle tracks.
