84 | 2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN
IMPLEMENTATION
GOAL 2: INCREASE COMFORT Apply a “one-better” approach to achieve progressively lower Levels of Traffic Stress (LTS), creating routes that are comfortable for people of all ages and abilities where feasible.
Policy Action
Policy 2.1: Implement Incremental “One-Better”
Improvements by advancing comfort improve-
ments as opportunities arise.
Action 2.1a: Implement “one-better” upgrades during resurfacing, capital projects, and utility
work, even when full build-out is not immediately feasible.
Action 2.1b: Routinely identify and integrate bicycle and pedestrian improvements into all
standard maintenance (such as overlays and repaving), planning studies, roadway redesign,
and auto-focused CIP projects (such as new signals or signal modifications).
Action 2.1c: Require frontage design of all future development to construct or plan for future
pedestrian, bicycle, and transit improvements.
Action 2.1d: Document existing and post-project LTS to track incremental improvements over
time.
Policy 2.2: Focus on reducing stress gaps and
providing connected, comfortable walking and
bicycling routes.
Action 2.2a: Prioritize improvements where one or more segments operate at higher LTS than
adjacent segments to reduce stress discontinuities.
Action 2.2b: Prioritize lowering LTS on routes connecting neighborhoods to schools, parks,
transit stops, Downtown, and other key destinations.
Action 2.2c: Ensure that low-stress routes provide continuous connections across major bar-
riers such as arterials, freeways, and rail corridors.
Policy 2.3: Select design treatments that re-
spond to roadway context, speeds, and traffic
volumes.
Action 2.3a: Use the City’s bicycle and pedestrian treatment toolkit in Appendix A to identify
appropriate comfort improvements based on operating speeds, traffic volumes, and adjacent
land uses.
Action 2.3b: Increase horizontal or vertical separation between motor vehicles and people
walking or biking on higher-speed and higher-volume streets.
Action 2.3c: Improve buffer widths, physical separation, and edge protection where feasible to
enhance perceived comfort.
Action 2.3d: Utilize the bicycle and pedestrian treatment toolkit included in Appendix A to ensure
standard lane widths and turning radii can safely accommodate increasing volumes of e-bikes
and emerging micro-mobility devices to maintain comfort for all facility users.
