Resolution No. PC-2026-25
Page Two

Goals related to sustainability, community development, and educational, commercial, and
office uses. Specifically, the Project would further General Plan policies, programs, and goals,
including Sustainability Program 2.2, which encourages the reuse of vacant and underutilized
parcels and buildings within existing urban areas, Industrial, Commercial and Office Policy 14,
which seeks to ensure that commercial areas provide goods and services needed by
Pleasanton residents and businesses and the surrounding market area, and Overall
Community Development, seeks to achieving and maintaining a well-rounded community of
desirable facilities. The Project would reuse existing commercial space within a developed
business park, utilizing existing infrastructure, parking, and access, thereby promoting efficient
use of existing development while providing a private school service for Pleasanton and the
surrounding community.

Section 4: Findings for CUP Approval
With respect to the approval of P26-0164, the Planning Commission makes the following
findings as required by Section 18.124.070 of the Pleasanton Municipal Code:

A. That the proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which the
site is located.

The objectives of the Zoning Ordinance regarding conditional uses are to provide the
flexibility necessary to achieve the objectives of the Zoning Ordinance while ensuring
that uses requiring special consideration are properly located with respect to
surrounding properties and potential impacts. Conditional uses may be approved when
they can operate in a manner consistent with the objectives of the Zoning Ordinance
and the purpose of the applicable zoning district.

The subject site is zoned Office (O). The Office District accommodates a range of office,
commercial, and other compatible uses, including educational uses where permitted or
conditionally permitted by the Pleasanton Municipal Code. Private schools with more
than 20 students are conditionally permitted in the Office District subject to approval of a
CUP.

The proposed OneSchool Global private school would operate within an existing
building and provide academic instruction for students in grades 3 through 12, with a
maximum of 40 students and five staff members on-site at any given time. The school
would operate on weekdays from 7:45 a.m. to 3:30 p.m., with no extracurricular,
evening, or weekend programs proposed. Students would be routinely transported to
and from the site by school-provided vans, further limiting traffic associated with parent
drop-off and pick-up.

The proposed use would be compatible with the predominantly office and commercial
uses surrounding the site. School activities would occur primarily indoors, with limited
outdoor activity, and the project includes on-site parking and circulation improvements
Docusign Envelope ID: 0BC24ED0-9076-81D5-83F7-5D982791F2EA
