Resolution No. PC-2026-25
Page Three

designed to accommodate the proposed operation. Conditions of approval would further
address operational characteristics, parking, circulation, and potential noise impacts.

Accordingly, the Planning Commission finds that the proposed location of the private
school is in accordance with the objectives of the Zoning Ordinance and the purpose of
the Office District.

B. That the proposed location of the conditional use and the conditions under which
it would be operated or maintained will not be detrimental to the public health,
safety, or welfare, or materially injurious to the properties or improvements in the
vicinity.

The proposed private school would operate within an existing building on a developed
site surrounded primarily by office and commercial uses. A maximum of 40 students
and five staff members would be on-site at any given time, and the school would
operate only during weekday daytime hours. No extracurricular, evening, or weekend
activities are proposed.

The site has been modified to accommodate the proposed use, including the creation of
fenced outdoor play areas, designated parking for staff and school transportation vans,
and modification of the northern access driveway to serve as an emergency vehicle
access drive. The site would provide 12 on-site parking spaces, including parking
designated for school transportation vans, staff, visitors, and ADA-accessible parking.
Students would be routinely transported to and from the school by three school-
provided vans, thereby limiting parent-related drop-off and pick-up traffic.

The proposed use would operate primarily indoors, with only limited outdoor activity
associated with physical education and other school activities. Adjacent buildings are
located on separate parcels and are separated from the subject building by parking
areas and drive aisles, reducing the potential for noise and other off-site impacts.
Residential uses are also located a substantial distance from the site.

The conditions of approval would ensure that the school is operated in a manner that
addresses parking, circulation, noise, and other operational considerations. The CUP
would also remain subject to the City's authority to enforce the conditions of approval
and applicable Municipal Code requirements, including modification or revocation of the
permit if the use is not operated in compliance with its approval.

Accordingly, the Planning Commission finds that the proposed private school and the
conditions under which it would be operated and maintained would not be detrimental to
the public health, safety, or welfare, or materially injurious to properties or
improvements in the vicinity.

C. That the proposed conditional use will comply with each of the applicable
provisions of the zoning ordinance.
Docusign Envelope ID: 0BC24ED0-9076-81D5-83F7-5D982791F2EA
