AND PORTERHOUSE SLED LLC, TO
ACQUIRE AND IMPLEMENT THEIR FINANCIAL PLANNING AND MONITORING
SYSTEM FOR A TEN-YEAR PERIOD AT A TOTAL COST OF $701,473

SUMMARY
A new financial planning and monitoring system is needed to modernize the City’s budget
development process and enhance ongoing budget monitoring capabilities. After exploring
alternatives with four different vendors over the past year, a combination of Workday and
Porterhouse SLED are the preferred solution based on experience, expertise, qualifications,
and price. The new platform will upgrade the City's current budget development process, which
is limited by system constraints and configuration challenges, to add enhanced features to
store and track both qualitative and quantitative information over multiple fiscal years.

BACKGROUND
The City implemented a Tyler Munis enterprise-wide system in 2016, replacing an aging
financial management system that had been in use for more than 25 years, in addition to other
systems used for budgeting, cash receipts, asset tracking, and utility billing. While Tyler Munis
integrated all these systems, its budget development and monitoring capabilities do not
provide the necessary tools to properly track, review, and analyze budget proposals and
related data. This has resulted in the need to rely heavily on Excel spreadsheets to perform
most of the analysis.

Over the last year, Finance staff has explored alternatives offering process improvements with
four different vendors—OpenGov, ClearGov, Euna Solutions, and Workday. The goal of this
process has been to identify, select, and implement a proven financial planning and monitoring
solution from an industry leader that offers stability and scalability as well as new features that
increase overall efficiency and productivity. At least two product demonstration sessions were
conducted with each vendor to learn about its features and functionality.

DISCUSSION
Workday was selected to implement its Adaptive Planning solution based on experience,
expertise, qualifications, and price. Workday, headquartered in Pleasanton, CA, is an industry
leader offering a full suite of integrated enterprise resource planning solutions, including
financial management, payroll, and human capital management. While Workday initially built
its reputation in the private sector, it has expanded its client base to the public sector over the
last decade and currently serves over 350 municipalities and special districts around the
country. Local clients include San Mateo, East Bay Regional Park District, San Leandro, and
Concord. Its cloud-based platform offers optimal system uptime and enhanced accessibility, its
user interface is intuitive and configurable, and it offers powerful report-building and data-
analysis tools, including fully integrated artificial intelligence analytical capabilities.
