Wood Rodgers, Inc., designed the project.

A competitive bidding process was conducted in accordance with the City’s procurement and
contracting procedures. Eight bids were received on September 2, 2026. Staff recommends
that the City Council authorize the City Manager to execute a construction contract with Telstar
Instruments, the lowest responsive bidder, in the amount of $2,747,681 for the base bid
amount. Staff also recommends authorizing a construction contingency of $412,152, or
approximately 15 percent, for related work, for a total authorized construction budget of
$3,159,833. Construction is anticipated to begin in November 2026 and be completed by early
2028.

BACKGROUND
A Preliminary Design and Standby Power Planning Study, completed in November 2023,
assessed emergency generators serving the City’s water, sewer, and storm drain networks.
The study recommended systemwide improvements based on the age and condition of
existing standby generators and the lack of suitable infrastructure to accommodate portable
generators. The project will improve five sites by installing permanent standby generators to
maintain reliable operations during power outages, thus reducing risks to public health, safety,
and the environment if the pump stations are inoperable.

DISCUSSION
The City is increasingly vulnerable to power disruptions due to Public Safety Power Shutoffs
(PSPS), unplanned outages related to aging utility infrastructure, or extreme weather events. If
a critical system were to fail without backup power, the consequences could carry significant
environmental, financial, and legal risks, as well as direct impacts to residents and businesses.

The City operates 22 pump stations within the water distribution and sewer collection
networks. Each station either has a permanent standby emergency generator or can
accommodate a portable generator if normal electric service is interrupted. Emergency
generators ensure that vital services—including water and sewer pump stations—remain
operational. Investing in emergency generators reduces the City's operational risk, improves
system resilience, and demonstrates the City’s commitment to emergency preparedness and
Page 17 of 46
