sustainable service delivery. It also aligns with the City's broader goals of infrastructure
reliability, environmental compliance, and continuity of government operations.

Wood Rodgers, Inc., provided design services for the replacement and upgrade of emergency
power systems at five of the City’s 22 existing pump stations. The Preliminary Design and
Standby Power Planning Study identified improvements to several other remaining facilities,
which will be addressed as budget becomes available and approved. The following five sites
are included in the current Emergency Generator Replacement Project (Attachment 1):
1. Laurel Creek Water Booster Station
2. 900 Santos Water Booster Station
3. 1300 Santos Water Booster Station
4. S-7 Sewer Lift Station
5. S-12 Sewer Lift Station

The bid opening for the Emergency Generator Replacement Project was held on September 2,
2026, at 11:00 a.m. Eight base bids, ranging from $2,747,681 to $6,160,690, were received
(Attachment 2). The lowest base bid, submitted by Telstar Instruments in the amount of
$2,747,681, is approximately 88 percent of the Engineer’s estimate of $3,132,090. Staff
reviewed the bids, found the low bid to be responsive, and recommends awarding the
construction contract to Telstar Instruments in the amount of $2,747,681.

EQUITY AND SUSTAINABILITY
Approval of this action advances the City's equity and sustainability goals identified in the
Climate Action Plan 2.0 related to community resilience and well-being by improving
public services to ensure all communities are prepared for climate-related impacts.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business. Construction
notices will be sent to properties adjacent to the project locations before construction begins.

FISCAL IMPACT
The total low bid amount for the construction contract with Telstar Instruments is $2,747,681.
Together with a construction contingency of $412,152, the total authorized construction budget
is $3,159,833.

The project will be funded with $2,106,553 from CIP Nos. 26162 and 27162 (Water CIP
Replacement Fund 421) and $1,053,278 from CIP No. 26250 (Sewer CIP Replacement Fund
431). The Water CIP Replacement Fund 421 and Sewer CIP Replacement Fund 431 accounts
supporting this project have a combined approved budget of $6,522,000.

Current expenditures for design, surveying, permits, and miscellaneous expenses total
$250,225, leaving a remaining balance of $6,271,775. This balance is sufficient to fund the
Telstar Instruments construction contract and contingency, as well as future anticipated
expenditures, including engineering services during construction, construction management
and inspection, and other professional services.
