Item #4
CITY COUNCIL AGENDA REPORT

October 6, 2026
Public Works - Engineering Division

TITLE: ADOPT RESOLUTIONS AUTHORIZING THE CITY MANAGER TO ENTER INTO
PROFESSIONAL SERVICES AGREEMENTS WITH BROWN AND CALDWELL,
CSG CONSULTANTS, INC., AND CAROLLO ENGINEERS, INC. FOR ON-CALL
WATER AND SEWER CAPITAL IMPROVEMENT PROGRAM ENGINEERING
SERVICES, EACH IN AN AMOUNT NOT TO EXCEED $2,100,000 FOR THREE
YEARS, WITH OPTIONS FOR TWO ONE-YEAR EXTENSIONS

SUMMARY
The Public Works Department relies on professional civil engineering consultants to provide
on-call design services for water and sewer Capital Improvement Program (CIP) projects. If
approved, the three agreements will provide on-call design services with Brown and Caldwell,
CSG Consultants, and Carollo Engineers, Inc. for water and sewer CIP projects through
October 31, 2029, with options to extend for up to two additional one-year terms. Each
agreement would have a not-to-exceed amount of $2,100,000 for the initial three-year term.
The total not-to-exceed amount for all three agreements is $6,300,000. City Council approval
would be required for subsequent one-year extensions.

BACKGROUND
The City of Pleasanton adopted the Water System Management Plan (WSMP) and the Sewer
System Management Plan (SSMP) in 2025 to support implementation of the water and sewer
capital programs. These adopted plans establish the policy direction and planning framework
for advancing water and wastewater infrastructure investments necessary to maintain system
reliability, regulatory compliance, and service levels. The WSMP and SSMP identified
significant capital investment needs and delivery strategies.

As part of the planning process, the City identified the need to develop a comprehensive
implementation approach that advances planning-level projects into fully scoped, scheduled,
and budgeted projects ready for design and construction. In July 2026, staff issued a Request
for Statements of Qualifications (SOQ) for consultant services to support delivery of the water
and sewer capital improvement projects. Thirteen SOQs were received and evaluated, and
nine firms were determined to be responsive. The three selected consultants demonstrated the
qualifications, responsiveness, and capacity necessary to provide these services.

DISCUSSION
The Public Works Department is responsible for advancing numerous projects included in the
adopted water and sewer CIP. Although the City employs highly skilled engineers and
technical staff, consultant support is needed to supplement internal resources and advance
water and sewer CIP projects in a timely manner. Based on the firms’ qualifications and
reference checks, staff recommends approval of Professional Services Agreements with
Brown and Caldwell, CSG Consultants, and Carollo Engineers, Inc.
