Using on-call consultants allows the City to respond more efficiently
than procuring services on a project-by-project basis. With consultants already under contract,
staff can assign tasks more quickly, maintain project schedules, and obtain professional
services as needed.

Because workload demands vary over time, maintaining agreements with three on-call
consultants provides flexibility to assign work based on consultant availability, expertise, and
project schedule needs. The consultants understand that the agreements do not guarantee a
minimum amount of work and that the full not-to-exceed amount may not be expended during
the agreement term. Work will be assigned through task authorizations based on department
needs.

EQUITY AND SUSTAINABILITY
Approval of this item supports the City’s sustainability goals by facilitating implementation
of long-term water and wastewater infrastructure planning and investment. The
recommended contract supports the delivery of CIP projects that enhance system
reliability, protect public health, and promote efficient management of water and
wastewater resources.

OUTREACH
Not applicable, as this is a routine matter of City business.

FISCAL IMPACT
Adoption of the three resolutions, each in an amount not to exceed $2,100,000 for three years,
represents a total amount not to exceed $6,300,000.

Approval of the proposed agreements does not require additional funding. Consultant services
will be funded through the budgets of individual CIP projects approved by the City Council.

Specific account coding from the adopted Operating budget or Capital Improvement Program
budget will be assigned when individual task authorizations are issued.

RECOMMENDATION
Adopt resolutions authorizing the City Manager to enter into Professional Services Agreements
with Brown and Caldwell, CSG Consultants, Inc., and Carollo Engineers, Inc. for on-call water
and sewer Capital Improvement Program engineering services, each in an amount not to
exceed $2,100,000 for three years, with options for two one-year extensions

Prepared by: Submitted by: Approved by:

Michael Stella, City
Engineer
Siew-Chin Yeong, Director of Public
Works

Joe Calabrigo, Interim
City Manager
