5
THE CITY OF
CITY COUNCIL AGENDA REPORT
PLEASANTON.
May 17, 2022
Community Development
Traffic Engineering Division
TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENTS WITH HEXAGON,
TJKM, AND FEHR AND PEERS FOR THE NOT-TO-EXCEED AMOUNT OF
500,000 (CUMULATIVE) FOR ON-CALL TRANSPORTATION
CONSULTANT SERVICES THROUGH JUNE 30, 2025
SUMMARY
The City of Pleasanton requires new development to mitigate traffic impacts generated
by their projects. Developers are required to fund a Traffic Impact Analysis (TIA) to
determine the development's impact on the circulation network. The analysis is
managed by City staff. Professional Services Agreements with on-call transportation
consultants allow for more efficient project completion by eliminating the need to
advertise and seek individual contract approval for each separate TIA or similar traffic-
related consultant service.
The on-call agreements will cover services between July 1, 2022 and June 30, 2025 for
a total aggregate not-to-exceed amount of$500,000 over the three year period.
Although the recommended aggregate not-to-exceed amount is $500,000 over three
years, there is no guaranteed amount of work for any of the three consultant firms, and
there is no guarantee that the $500,000 amount will be fully expended over the contract
period. Most of the on-call work completed under these agreements will be paid for by
developers.
RECOMMENDATION
1. Approve the Professional Services Agreements with Hexagon, TJKM, and Fehr
and Peers to provide on-call transportation consultant services for the aggregate
not-to-exceed amount of$500,000 and authorize the City Manager to execute
the attached contracts.
2. Authorize the City Traffic Engineer to approve task authorizations up to $100,000
for transportation consultant services funded by a developer, and up to $25,000
for services funded by the City.
3. Authorize the City Manager to approve task authorizations over $100,000 for
services funded by a developer, and up to $100,000 for services funded by the
City.
Docusign Envelope ID: 4F0E903E-27A3-89F3-817B-301A21A6A7F2
