FOR ON-CALL LAND SURVEYING SERVICES; AND APPROVE
BUDGET AMENDMENTS

SUMMARY
The City relies on professional civil engineering consultants to supplement staff resources
within the Public Works Department. Implementation of the Capital Improvement Program
(CIP) and processing of subdivision maps often requires specialized skills, expertise, and
availability that are not always available in-house. Historically, the City has used on-call
consultants because agreements were already established and funding was available. The
City has also used project-specific consultants depending on the size and scope of each task.
All professional service agreements were authorized by the City Council with established terms
and maximum contract amounts. Six professional service agreements now require contract
amendments or new one-year contracts to allow consultants to continue providing
uninterrupted services.

BACKGROUND
A brief description of each consultant contract and .the need for a new contract or extension is
provided below. Contract terms are described in more detail in the Discussion section below.

Biggs Cardosa Associates, Inc., Contract 2021348
The City Council authorized an on-call professional services agreement for structural
engineering design services on January 19, 2021, through February 1, 2025. The agreement
was administratively amended on January 1, 2025, to extend the term through December 31,
2025. A new one-year contract with Biggs Cardosa Associates, Inc. through December 31,
2026,, is required to complete remaining structural engineering services for the Valley Avenue
Soundwall Repair Project, CIP No. 18437. The contract term will cover eligible project-related services
performed and provide continued consultant support through project completion. The Valley Avenue
Soundwall Repair project is currently under construction and is expected to be completed in
September 2026.

Woodard & Curran, Inc., Contract 2024335
The City Council authorized a project-specific professional services agreement for the Near-
Docusign Envelope ID: CB82D3E9-7D25-8FFA-813F-2066FFF9DBCB
