Porterhouse | City of Pleasanton, California | Statement of Work No. 001 | Page 18
Operating revenue and expense planning for the biennial budget process, with versions
(proposed, adopted, and revised), amendment tracking carried as revised budget, and
departmental budget input structured so entry is simple for department staff.
2c. Personnel Cost Model
Position-level planning integrated with the financial model, covering positions, salaries, and
benefits, sourced from the Tyler Munis personnel roster.
2d. Capital Planning Model
The City's source and use structure brought online: one view per capital fund across
approximately two dozen funds, estimated available funding by fund, and project lists
supporting the five-year Capital Improvement Program with primary focus on the first two
years. The worksheet moves from Excel to a governed model: secured, online, and committed
to the model when approved. Project sheets (descriptions, justifications, and scopes of work)
remain outside the system, as they are today.
2e. Tyler Munis Integration
One integration to Tyler Munis as the single source system, covering general ledger actuals,
budget amendments for revised budget reporting, personnel roster data, and export of the
adopted budget for load back to Tyler Munis. The three-tier hierarchy is preserved end to end
of the data flow.
2f. Reports and Dashboards
Dashboards for department fiscal staff showing budget vs. actual at the division level,
including year-to-date actuals and revised budget. Per the City's direction, no KPI or
performance measurement framework is in scope; the priority is getting the hierarchy, the
departmental view, and budget input right.
2g. Security and Access
Role-based security so each department sees and edits only its own divisions, with central
budget office visibility across the City. Department budget leads (management analysts,
present in roughly 75 percent of departments) are provisioned as departmental owners.
2h. Porterhouse.ai Budget Book Setup
Template configuration and automation setup during implementation, working backwards
from the City's current published budget book so the sections the City publishes today are
reproduced and refreshed from the model. The ongoing Budget Book service (Section 8)
Docusign Envelope ID: 0FE3D53F-485C-88F0-83B1-0E900318BA33
