Porterhouse | City of Pleasanton, California | Statement of Work No. 001 | Page 17
development. The City has asked Porterhouse to eliminate that workaround, not by
redesigning the Tyler Munis chart, but by preserving the three-tier hierarchy for integration
and building the additional presentation layers above it in Workday Adaptive Planning.
This SOW implements Workday Adaptive Planning with three models (budget development,
personnel, and capital), a single integration to Tyler Munis, division-level budget vs. actual
dashboards for department fiscal staff, and the Porterhouse.ai Budget Book service that
automates production of the City's published budget document, including accessible, screen
reader ready output. The models are configured, not coded: City staff finish the project as
self-sufficient owners of the system, fully equipped to own and evolve it independently.
The engagement follows the two-contract structure stated on the PSA Cover Page. The City
licenses the Workday Adaptive Planning subscription directly from Workday, Inc. under the
separate Workday Agreement, which governs subscription fees, platform support, service
levels, uptime, and software updates. This SOW governs the Porterhouse services:
implementation, integration, training, and the Budget Book service described in Section 8.
Objectives confirmed with the City on the August 11, 2026 scoping call:
• Maintain the org, object, and project hierarchy so data moves cleanly between Tyler
Munis and Workday Adaptive Planning in both directions.
• Build the presentation layers and roll-ups the City cannot produce in Tyler Munis today,
and retire the Excel mapping template.
• Give department fiscal staff one place to see budget vs. actual at the division level, with
amendments reflected as revised budget.
• Bring the capital source and use workbook online with security and governance,
committing approved scenarios to the model.
• Automate the budget book so numbers, tables, and reports update dynamically as the
budget develops.
2. Scope of Services
2a. Discovery and Design
Porterhouse confirms scope, designs the account hierarchy and presentation levels above
the three-tier Tyler Munis chart, and documents the budget development, personnel, and
capital methodologies. Design decisions are captured in a model design document the City
approves before build begins.
2b.
