3.06 Plant and Animal Impacts (Effect on Existing Ecosystem, Rare or Endangered Spe-
cies, Etc., Cont.):

X
May be Insignificant Insignificant
Significant if Mitigated

3.07 Transportation/Circulation Impacts (Additional Traffic, Congestion, parking, Haz-
ards, etc.):

The proposed development is estimated to generate approximately 980 average daily
trips. One public street cormection, to Hearst Drive is proposed, plus two Emergency
Vehicle Accesses (EVA's) to the existing City water tanks, located on- and off-site.
However, the off-site EVA connection to the water tank located in the Gray Eagle devel-
opment would require permission from the Gray Eagle Owners Association for the use of
its private streets by the residents of this project. Staff notes that while the amount of
traffic directed toward Hearst Drive and other existing City streets from this project may
be within their calculated capacity, it may still be perceived by the property owners on
these streets as being a significant impact.

A public sidewalk is provided along one side of the present alignment of Hearst Drive.
No public sidewalks, however, are shown on the public/private streets for this develop-
ment. The "Community Trails Master Plan" of the Circulation Element of the Pleasanton
General Plan shows one Class "A" trail, several Class "C' trails, and two equestrian stag-
ing areas planned for the Lin property.

Up to 26 lots would be accessed from private streets/driveways, requiring the provision
of guest parking on the individual lots.

A detailed traffic report, prepared by a City-selected consultant, will be required to de-
termine the proposed project's effect upon the traffic levels-of-service, traffic safety, pe-
destrian access and safety, parking, etc. for the proposed project and its vicinity.

X
May be Insignificant Insignificant
Significant if Mitigated

3.08 Noise Impacts (Increases, Exposure to High Levels, etc.):

Portions of this presently quiet, vacant site would become subject to the typical exterior
and interior noise levels associated with suburban residential developments and
neighborhoods. Building and site construction would result in construction equipment
noise. The project would be conditioned to limit site improvements and house construc-
tion activities. Construction equipment would be required to meet DMV noise standards

PUD-33, Initial Study Page 7 of l ] December 4, 2003
