HOMELESS AND OTHER SPECIAL NEEDS ACTIVITIES

See Action Plan Table for this year's activities.

Implementation of the County-wide Homeless Continuum of Care Plan

The Continuum of Care Council continues to be guided by the County-wide Homeless
Continuum of Care Plan, completed in 1997. The Plan identified gaps in the current service
delivery system and is intended to link homeless policies and plans in each of the three HOME
jurisdictions in Alameda County: Berkeley, Oakland and the Alameda County HOME
Consortium. A comprehensive, year-long community wide process of identifying and prioritizing
continuum-wide goals and outcomes culminated in the creation of a Continuum of Care Full
Council Workplan in March 2001. This Workplan has guided the activities of all the Continuum
of Care Council's committees and has led to the creation of Consumer Rights Standards,
assessment and implementation of Health, Safety, and Accessibility Standards for shelters, and
advocacy for retaining and expanding critical support services and housing. The Council's
Workplan will be updated for July 2004. Additionally, the Council will this year embark on a
planning process to update the Continuum of Care Plan to be published in late 2004.

OTHER PROGRAMS

In addition to the federal sources referenced above (CDBG, HOME, HOPWA, Shelter Plus Care,
and others), the City of Pleasanton will implement its housing and community development goals
through additional non-federal public and private sources. Included among these are low income
housing tax credits, City development fees, and other governmental agency funding sources.

CITIZEN PARTICIPATION

The City maintains an on-going data base of nonprofit agencies and other parties who have
expressed an interest in the CDBG program. The City held two joint application workshops in
collaboration with the City of Livermore on January 14 and 18, 2005. Notices regarding the
workshops were mailed directly to agencies and persons in the aforementioned data base, and
notices were also published in the four local newspapers prior to the workshops. At the
workshops (which had identical agendas and formats), staff from each city discussed all aspects
of the CDBG program and disbursed application packets along with city-specific policy and
procedures manuals. [The workshops were also used to provide information and applications on
the City of Pleasanton's "City Grant" program.]

CDBG applicants attended meetings before either Pleasanton Human Services Commission
(March 2, 2005) or the Pleasanton Housing Commission (March 17, 2005) for funding
consideration. The Commissions considered the applications and formulated funding

DRAVr - Action Plan - FY05
City of Pleasanton
Page 23
