care home or nursery school, unless the Zoning Administrator makes the specific finding that
the concentration of such uses will not adversely affect the neighborhood in which it is
located due to the cumulative increase in noise, traffic and/or parking requirements.

- Staff has verified that the proposed facility is not within 300' of another large family
daycare or nursery.

B. Traffic Control: Large family day care homes shall not create any traffic hazard. The
Zoning Administrator may prescribe such conditions as may be reasonably required to
ensure the safety of all affected by the proposed use, including requiring traffic-control
measures reasonably required to avoid any identified adverse effect.

Staff has been made aware pfthe pre-existing parking and traffic issues as communicated
by the neighbors and the Homeowners Association. Staff has conducted several site and
neighborhood visits to ascertain the extent of the parking and traffic issues. It is staffs
opinion that the existing facility does increase the traffic levels slightly, but not to a level
of concern.

- The safety issues that have been raised seem to stem mostly from the speeds at which all
patrons of the development travel at, residents and non-residents alike. The City of
Pleasanton is unable to hold the project applicant liable for or to further require additional
actions on this application to alleviate an issue that does not appear to be a specific effect
of this project. Staff would encourage the HOA, residences, the Fire Department and
applicant to coordinate their efforts to enact a remedy to the speeding issue.

Staff did conclude a common traffic maneuver of the patrons of the daycare needed to be
addressed. The patrons of the daycare tend to use the curbside parking space for loading
and unloading of the children due to the convenience of the direct approach on Genovesio
Drive. This parking pattern results in frequent use of unsafe and un-neighborly traffic
maneuvers, i.e. u-turns at a blind corner, k-turns which obstruct traffic flow, and the use
of neighboring driveways as a way of turning the vehicle around. In staffs opinion, these
unsafe and un-neighborly traffic maneuvers can be correct by a condition of approval
requiring all patrons to use the driveway of the daycare for loading and unloading of the
children. Stafffeels that this mitigation is two fold. Primarily, the use of the driveway
by patrons resolves the traffic maneuver concerns of both the neighbors and staff by
providing a parking space that positions the vehicle for normally traffic maneuvers.
Additionally, staff feels that this requirement will also provide for a safer method of child
pick up and drop of given the speeds at which the vehicle entering and exiting the
development are traveling at.

C. Parking Requirements: Parking spaces, including both off-street and on-street, shall be
available for the actual parking demand created by the use, including the applicant's own
vehicles, those of employees, and those of persons delivering and picking up children. On-
street parking is available for the use if such spaces are within a reasonable distance of the
home and can be reached safely from the home by children.

Case No. PDUP-8

Planning Commission

Page 3
