- The proposed location contains approximately 5 spaces for vehicle use.

- The two (2) garage spaces and the one (I) curbside space provide sufficient parking for
the personal vehicle and an additional employee vehicle.

- The use of the two (2) driveway spaces provides for safe child drop-off and pick-up
needs. Staff is requiring that an assigned drop-off and pick-up schedule be developed by
the applicant to facilitate the availability of the spaces. Such drop-off and pick up
schedules have been used on pervious daycare applications and have worked to mitigate
the parking shortages and impacts on neighboring lots. Stafffeels that the institution of
the drop-off and pick-up schedule is appropriate for this site.

- All parents of children attending the facility will need to sign an agreement with the
facility operator noting the acceptance of the proposed parking schedule, the parking
location limitations, and the adherence to the speed limit of the development.

D. Noise Control: Largefamily daycare homes shall not create noise levels in excess of those
allowed in single-family residential areas in the noise element of the general plan or in
excess of those allowed in residential property by chapter 9.04 of this code. The zoning
administrator may impose reasonable limits on the hours of operation of the large family
daycare home in order to ensure that these limits are met.

- A large family daycare home could conceivably generate additional noise that would
affect surrounding homes when the children are not closely supervised. Staff feels that
the availability of play area for the children to use and the separation between the homes
will minimize the noise level to an acceptable standard.

E. Fire Code Requirements: Large family daycare homes shall meet all regulations of the state
fire marshal adopted as part of the California Administrative Code and relating specifically
to large family daycare homes. (Ord. 112699, 1984; Prior Code 92-11.20(c)).

- The Fire Safety Clearance section of the Department of Social Services-CCL (section
102371) states that family daycare homes must obtain a fire safety clearance by the city
fire department (Attachment No.5). The Fire Department has not noted any concerns
regarding access to the site or the ability of the applicant to receive fire clearance.

In conjunction with the required areas of review, staff has also analyzed the general child safety
and land use compatibility concerns of the proposed project.

Safety: The Fire Department, Child Care links, and the Alameda County Child Care Licensing
Department have not identified any safety concerns' regarding this proj ect and staff feels that
the unsafe traffic maneuvers have been mitigated with the conditions of approval. Therefore,
staff finds that this application for a large family daycare home meets the standards and
regulations, which allows it to be located in the proposed location.

Case No. PDUP-8

Planning Commission

Page 4
