Keith Labus, KTGY Group, Inc., project architect, displayed and described the conceptual site plan and
five building types. He described the architectural style as Cape Cod and Craftsman style. Regarding
the parking, they planned to include windows in the garages to ensure that people parked in the garage;
the HOA would include language to preclude the use of the garages for storage. He displayed the
landscape plan and added that approximately 265 trees would be added. He added that the courtyards
provided open space and noted that one open space opened up to the arroyo. All courtyards were
cOlmected by a sidewalk. He added that benches, a focal water feature, and large wooden arbor
structures were provided as well. They proposed upgraded wood fences to the west and to the east, and
a high-efficiency irrigation system was proposed as well.

Mr. McMorrow advised that the Housing Commission approved their project and BMR agreement but
wanted more of it. The applicant planned to look extensively at a way to place more units on the site,
but because of the site's configuration, access to the end of the site meant that there would be a lot of
payment. They were not able to get any more density on the site without significantly changing tile
character of the development. He noted that the CC&Rs would give the neighbors a voice to have the
parking requirements enforced. He added that the trees tllat were onsite had not been taken care of and
that they were installing 265 trees.

In response to an inquiry by Commissioner Blank regarding the accuracy of the colors, Ms. Decker
replied that only the colors on the color boards were accurate and that they would be presented to the
Commission. Commissioner Blank believed the Cape Code designs look more like Disneyland's idea of
a Cape Cod home.

Mr. McMorrow noted that they worked very closely with tile Housing Commission and added smaller
two-bedroom units of 1,212 square feet that fit tile affordable-by-design category. He noted that the five
smaller market-rate units would be priced at about $500,000, and the other units, ranging in size to
1,900 square feet would be from $700, 000 to $750,000. Most buyers would be first-time buyers and
others would seek a downsized unit.

In response to an inquiry by Commissioner Blank regarding their plan to prevent these units from being
purchased for speculative purposes, Mr. McMorrow replied that tlley had restrictions on the five units
that they could not be resold within the first year; that is the maximum length oftime that they are
allowed to prohibit a resale, unless it was a documented hardship case. He noted that buyers who had
lived or worked in Pleasanton for the last two years would be considered first for the nonsubsidized,
affordable-by-design units.

Dr. Howard Wax, 3831 Vine Street, noted that he had submitted an email on this item and added that he
was president of tile Homeowners Association in Birch Creek. He believed this plan looked very nice.
He expressed concern about traffic going down the hill from Vineyard Avenue to Birch Creek and
exceeding the speed limit. He would like the traffic to be slowed in that area and was concerned about
possible injury to children and families. He suggested that lane dividers such as those used at
ValleyCare be used. He expressed concern about overflow parking from off-site drivers.

THE PUBLIC HEARING WAS CLOSED.

Acting Chair Arkin believed it was important to ensure tllat the homeowners park in their garage and
inquired about the City's role in enforcing the CC&Rs.

EXCERPTS: PLANNING COMMISSION MEETING MINUTES, October 26, 2005

Page3 of 5
