3909 Vineyard Avenue Environmental Checklist

Based on the traffic analysis prepared by Dowling & Associates \ three of the intersections
operate at levels generally unsatisfactory to the standards of the General Plan circulation policies.
The traffic study analyzed level of service results and looked to determine if any mitigation
measures would be needed to maintain an acceptable peak hour Level of Service (LOS) at the
studied intersections for the Existing+Approved+Project scenario. Mitigation measures include
a number of enhancements to intersections identified in the General Plan Update Alternative B.
After implementation of all of these measures, the following intersections would operate below
the City's standard:

. Bernal & Valley (LOS E in PM)
. Stanley & Valley/Bernal (LOS E in AM)

The City Traffic Engineer is working with the applicant to determine the best measure to
implement for this project. Mitigation measure may include payment of traffic impact fees.

The proposed project would be required as a condition to mitigate by fees to reduce the impacts.
Therefore this can be categorized as a less than significant impact.

16. UTILITIES AND SERVICE SYSTEMS

Environmental Setting

The City of Pleasant on has public services and infrastructure planned to meet the build out of the
General Plan, implemented by the Growth Management Plan.

Standards of Significance

For purposes of this environmental document, an impact is considered significant if the proposed
project would:

. Result in the construction of new water facilities or expansion of existing facilities;
. Result in exceeding the wastewater treatment requirements of the Regional Water Quality
Control Board;
. Result in or require the construction or expansion of existing wastewater treatment
facilities;
. Be served by a landfill that has inadequate permitted capacity.

Issues

Potentially
Significant
Impact

Less Than
Significant
With Mitigation
Incorporated

Less Than
Significant
Impact

No
Impact

31
