demand/preferred by the real estate market, they reduce resource consumption, and they save the
occupants/owners money.

At the October 2005 work session, the Planning Commission stated that the structures would
need to be "solar ready". Staff has included a condition of approval addressing this issue.

Grading, Stormwater, and Utilities

There is cut/fill on the lot to create pad areas for the garages. Minor grading would be
performed.

Vegetated swales have been proposed on the site to filter the storm water of pollutants before it
enters the storm drain system ultimately discharging into the Arroyo. Stormwater would be
directed to the vegetated swales in the setback area along the west and east property lines.
Stormwater from the driveway aisle and other area would be directed to filtration trench located
in the driveways. In order to ensure that the proposed drainage system would be adequate to
handle the on-site stormwater run off, staff has included a condition of approval requiring the
project engineer provide calculations to ensure that the proposed treatment measures would meet
the minimum criteria stated in the ACCWP's NPDES permit. Additionally, staff has included
conditions requiring the applicant obtain all necessary permits from the Department ofFish &
Game, Regional Water Quality Control Board, and the Army Corps of Engineers prior to
discharging into Arroyo Del Valle.

Birch Creek Drive is a public street. A sidewalk, curb and gutter are on the east of the street, but
not along the west side abutting the proposed development. The applicant is thus required to
install a sidewalk, curb and gutter, and a streetlight. A condition of approval has included to
address this issue.

All utilities within the development are required to be underground. Additionally, the applicant
is required to install a street light on Birch Creek Drive. Staff has included conditions of
approval addressing these two issues.

Signage

Signage for such a development is important on two levels: 1) it provides visitors the ability to
find the location with ease and reduces the opportunities for traffic to be lost in surrounding
neighborhoods and 2) it enables life and fire safety response teams to navigate the high-density
development and locate a specific unit in a timely manner. The applicant has provided a sign
proposal that staff believes has design integrity and is of an appropriate size to serve the public
on an informative level. Staff has included as a condition of approval requiring the applicant
submit a final sign design to the Planning Director for review and approval.

Case No. PUD-49

Planning Commission

.
