development activity must be viewed with some caution since it represents a significant step towards <br />the City moving toward buildout in the cornmenial areas and to a large extent residential areas as <br />well. As a result, staff has taken somewhat of a conservative approach in developing this plan <br />utilizing approaches such as establishing reserves and funding projects with revenue received rother <br />than anticipated revenue. Because a good portion of the projects included in this program, especially <br />in the Miscellaneous and Parks category, are dependent upon continued development rivehues, <br />future Capital Improvement Programs may need to reevaluate the availability of these development <br />revenues.
