C. HOUSING PROGRAMS

1. Based upon the revisions to Table IV-13, we feel that we have more clearly demonstrated
that Pleasanton currently has sufficient land, zoned at appropriate densities, to
accommodate its remaining regional housing need. This Table has been expanded to now
include all multi-family housing projects for which housing allotments have been granted
through our Growth Management Program. Also, please refer to Response 2, above.

Due to difficulty in establishing an area to designate for the homeless in the Downtown,
the City has expanded Program 21.9 in such a way as to allow for the potential
designation of such housing in any portion of the City, not just the Downtown. We hope
to complete this program this year.

In addition, the City has continued to support the Tri-Valley Haven for Women, a
subregional shelter for women and children victims of domestic violence. The facility
is located in the adjacent City of Livermore but serves residents from Pleasanton and
other Tri-Valley areas. For the past three years, the City has provided major funding
for a new community service building for the agency which will allow services to be
provided separate from the agency's two shelter buildings.

The City also contributed its entire allocation of federal HOME funds for Fiscal
Year 1993 toward the acquisition and rehabilitation of a transitional housing facility in
Livermore. This subregional facility will provide transitional housing for Pleasanton
residents who are moving from temporary shelters to more permanent housing.

2. Based upon the City's analysis of potential governmental constraints discussed in
Appendix E of the Supplement, we do not feel that the draft Housing Element needs any
additional program actions to mitigate or remove governmental constraints.

D. ASSISTED UNITS AT RISK OF CONVERSION

The requested analysis of the potential conversion of existing, assisted-housing
developments to non-low-income housing during the next ten-year period has been added
to Appendix E of the Supplement, as requested.

4
