In addition to these new schools, the District plans to construct more classrooms
at Lydiksen Elementary to relieve anticipated enrollment pressures while the new
schools are being constructed. The need for a new middle school is anticipated
in the fall of 1996. High school enrollments will begin to exceed current capacity
near the tum of the century. The District has plans to remodel both high schools
and will set aside areas for future expansion needs.

A school impact fee is assessed on building permits issued for new construction.
The fees are expected to cover most, if not all, of the facilities costs created by
residential development through General Plan buildout.

b. Fire Services

The Pleasanton Fire Department provides fire protection services to the City of
Pleasanton. As a full-service department, its services include fire protection,
medical, rescue, fire prevention, and public education. The Department has a
mutual aid agreement with all departments in the Tri-Valley area, and a
Coordinated Response agreement with the City of Livermore for the Ruby Hill
development, and works closely with the California Department of Forestry
station in Sunol. Under mutual aid, the Department responds with one or more
companies when requested to do so by another jurisdiction; under the Coordinated
Response agreement, the Fire Department responds simultaneously on first alarm
assignment, without waiting for a mutual aid request from the responsible
jurisdiction.

Services are delivered from three existing stations. Station 1 is located at
4444 Railroad Avenue; Station 2 is at 6300 Stoneridge Mall Road; and Station 3
is at 3200 Santa Rita Road. Each station is equipped with a fire engine and a
rescue squad, and is staffed 24 hours per day by an engine company (three
firefighters) and an emergency medical team (two fire fighters).

The Pleasanton Fire Department currently has plans to develop a fourth station,
which would be located in the vicinity of Bernal Avenue and Del Valle Parkway,
on the east side of the City. (The site for this station has not yet been selected.)
These plans are described in the City's "Municipal Facilities Master Plan." The
Department's long-range intention is to operate one (24-hour) engine company
from Station 4 and relocate Station 1 to a new site southwest of the existing
station. The relocated Station 1 could be staffed by an engine company.

The Department has a goal of responding to all emergency calls within five
minutes. In 1993 (the most recent year for which data are available), the average
emergency response time was 4.74 minutes, and the average non-emergency
response time was 4.61 minutes. In that year, Department personnel responded
to 235 fire incidents, 2,230 non-fire incidents (of which 1,534, or 69 percent,
were first-aid/rescue calls), and 72 mutual aid/contract calls.

9
