Technical Procedures

I * If either the maximum green time or the cycle time is
not known, use the through and right-turn volumes for --
the approach divided by the number of lanes.

Add the number of !eft-turns calculated in the change interval V~ to the number --
Ill calculated in the permiRed left for a total number of left-turns which can clear without a
protected left Vt.. If the number of left-turns calculated above CLeft turn capacity) is more than
those estimated for the project, no protected left-turn phase is needed. If the number of left '
turns calculated above is less than the left turn demand, operating difficulties and increasing
delays will be experienced.
II
STEP 5: Adjust Turning Volumes
t Two situations may require adjustment of observed turning volumes:

1. Right turns where no separate right turn lane is provided and significant
pedestrian activity exists,

i 2. Left turns where no separate left turn lane is provided.
The PCE adjustments recommended in Circular 212 (see Appendix A of the --
Technical Procedures) should be used. If the VCCC model is used, adjustments to the turn
volumes should be made prior to entering into the program.

STEP 6. Calculate Volume-to-Capacity Ratio by Movement

The volume-to-capacity ratio of each of the 12 individual movements and any
combined movements of the intersection are calculated as follows:

,, Right turn volumes from exclusive right turn lanes are adjusted for right turns
on red by the non-conflicting !eft turn volumes with a minimum reduction of 90 _
vehicles per hour. (Non-conflicting !eft tun go concurrently with the right
turn. For example, the non-conflicting !efx turn for the northbound right turn is
the westbound !eft turn.) _

., Determine the capacity of each movement and each combined movement from
Table 9. --

J --~t,,,,.so 48 '
